Plans

A. Targets

  • Playing an active role, through the provision of guidance, in fulfilling the pledge given to the masses by the founders of the homeland to establish a system of governance based on Islamic principles of social justice, equity, tolerance, freedom, and peaceful co-existence.
  • Contributing towards ensuring that every citizen of Pakistan, regardless of race, colour, sex, language, religion, or ethnic or social origin, enjoys all basic human rights conferred by Islam and the Constitution of the Islamic Republic of Pakistan.
  • Striving to provide all-encompassing guidance to the Muslim citizens of Pakistan, in both private and public spheres, to order their lives according to the concept, teachings, and injunctions of Islam as contained in the Holy Qur'an and Sunnah of the Prophet (PBUH).
  • Ensuring that no law is enacted in the country which may be repugnant to the injunctions of Islam as enshrined in the Qur'an and Sunnah.
  • Securing that all existing laws currently enforced in the country are brought into conformity with the concept and teachings of Islam.
  • Encouraging extensive debate and open dialogue among representatives of different, and at times opposing, schools of thought to reach a common understanding of modern-day challenges faced by the Ummah, and to formulate common responses.
  • Striving to achieve unity in diversity by formulating strategies to counter foreign cultural and media pressure on Islam and Islamic culture.
  • Fostering and promoting reform in fields such as society, law, economy, education, polity, and media (both electronic and print).
  • Highlighting the egalitarian nature of Islamic teachings that guarantee peaceful co-existence between citizens of an Islamic state, regardless of ethnic, racial, cultural, or religious affiliation.
  • Nourishing efforts to remove misunderstandings about Islam and unravel the true nature of Islamic faith and teachings, which allow no room for bigotry, extremism, dogmatism, sectarianism, or fanaticism.

B. Strategy

To achieve these targets, the Council, besides carrying out its constitutional functions, undertakes and encourages research in the fields of:

  • The evolutionary stages of development of Islamic jurisprudence;
  • The intricacies of divergent Fiqhi Maslaks in Pakistan;
  • Compilation of booklets highlighting the Islamic point of view on issues of national and international interest;
  • Review and comparative study of laws enforced in different Islamic countries, vis-à-vis the Law of Shariah;
  • Networking with, and hosting, scholars of international repute at the Council for short or long durations;
  • Striving for accord and concurrence on issues of vital national interest by bringing together, to the dialogue table, representatives of divergent opinion from Colleges, Universities, Deeni Madaris, feminist organizations, Ulema, Human Rights associations, and other civil society representatives.

C. Council's Recommendations

The Council's recommendations are based on extensive research and support provided by its Research Wing, and are derived from:

  • An overview of the relevant doctrines on the subject in the various schools of Islamic law;
  • Available information about laws and practice in Muslim countries on the given issue;
  • Visits by Members of the Council to Muslim countries for consultation and data collection;
  • Field research and collection of relevant information and statistical data for a well-informed discussion on the issue under consideration;
  • Consultation with experts;
  • Research (status) reports reviewing current debates on the relevant issue;
  • Short-term research projects.

D. Conferences / Seminars / Discussion Groups

Organizing various fora for collective discussion on issues under the Council's consideration. The papers, deliberations, interventions, and contributions of participants constitute and consolidate source material for the Council, supporting a better understanding of each issue, well-informed discussion, and comprehensive recommendations.
